Which generation your parent is in
The Pioneer Generation is Singapore Citizens born on or before 31 December 1949 who became citizens by 31 December 1986. The Merdeka Generation is citizens born between 1950 and 1959 who became citizens by 31 December 1996 (plus a small older group who missed the Pioneer package). Benefits are worked out automatically from the NRIC, so there's usually nothing to apply for.
